Care (PHC) services in the community”.

Job Summary

MK Umbrella NPO is seeking a skilled and experienced Baseline Survey Consultant to lead the data collection and analysis for our Integrated School Health Policy project in all districts of Limpopo. The consultant will be responsible for designing and executing a baseline survey to assess the current health and wellness status of students and school environments. This data will be crucial in guiding our implementation and measuring the impact of our programs.

Purpose of the baseline survey

Baseline survey aims at comprehensively assess the current state of health and education among school children in Limpopo province. This project is essential to measure gaps, barriers, and specific needs in health services access, integrate school health policy (ISHP) awareness, the impact of health issues on academic performance, and the capacity of health workers and educators. The finding will inform the targeted interventions, ensuring the “school health in Limpopo” projects is effectively tailored to improve.

Evaluate Access to and Quality of Health Services for School children:

  • Determine the current level of access to and the quality of health services provided to schoolchildren in the five districts of Limpopo.
  • Identify gaps in health service provision and barriers to access faced by school children.

Key Responsibilities

  • Survey Design: Develop a comprehensive baseline survey methodology and tools tailored to the Integrated School Health Policy project.
  • Data Collection: Coordinate and oversee data collection activities across all districts in Limpopo, ensuring accurate and reliable data.
  • Team Coordination: Train and manage a team of field data collectors, ensuring adherence to ethical and methodological standards.
  • Data Analysis: Analyze survey data to establish a clear understanding of the current health status and needs of students and schools.
  • Reporting: Prepare detailed reports and presentations that effectively communicate survey findings to stakeholders.
  • Collaboration: Work closely with project team members, local education authorities, and other stakeholders to ensure the successful execution of the baseline survey.
  • Compliance: Ensure that all survey activities comply with ethical guidelines and local regulations.
    • Sign a Non-Disclosure Agreement (NDA) prior to commencement of this assignment.
    • Sign the final ToR/contract, which will include the final assignment budget
    • Provide technical input in the design and implementation of the assignment
    • Provide leadership and on the ground coordination of the Survey process
    • Deliver the assignment deliverables as specified in this TOR

Qualifications and Experience

Required Qualifications of the Baseline Team/ Agency

  • The Lead Consultant must have at least 5 years of consultancy experience in the area of public health and capacity development both in organizations and in projects. The assisting consultant(s) (if any) should have at least a degree level with minimum 3 years of experience conducting similar work, including all components required for this TOR.
  • Advanced university degree in public health,
  • Degree in Education,
  • Degree in population studies,
  • Degree in Social studies or a related health discipline.
  • Extensive experience in conducting baseline assessments in the health or education sectors, is essential. This includes designing assessment frameworks data collection tools and methodologies.
  • Experience in Health programs and Education systems is required
  • Sound knowledge of public health principles and practices, especially those related to child health, nutrition, hygiene, and disease prevention.
  • Proficiency in both quantitative and qualitative research methods including statistical analysis surveys interviews and focus group discussions. S/he or a team member must be a qualified statistician.
  • The consultant must have Working experience in South Africa and be familiar with the cultural   background of rural communities.
  • Evidenced report writing and documentation skills.
  • A demonstrated high level of professionalism and ability to work in tight deadlines.
  • Strong interpersonal and communication skills.
  • Fluency in English is mandatory. Proficiency in local languages would be an added advantage.
